The office of Health and Vital Statistics established by PL15-50 (Vital Statistics Act of 2006) and signed into Law on March 14th, 2007. The purpose of Health and Vital Statistics Office is defined as critical in maintaining, developing, analyzing, and dissemination of information used to plan and evaluate health programs and to identify specific problem areas, such as infant mortality, teen pregnancy, or Non-communicable diseases. Vital records and vital events are defined as birth, death, fetal deaths, and other related reports. Vital Statistics Act (Public Law15-50) specifies the scope and authority of the Health & Vital Statistics Office. The mission of the CNMI Office of Health & Vital Statistics is to document/provide accurate records and data concerning vital events to the Commonwealth of the Northern Mariana Islands and other stakeholders in an expeditious and friendly manner.
Protected Health Information (PHI) in Health & Vital Statistics Office is privileged information and is strictly protected under HIPAA Privacy Act and State Public Law15-50. The primary functions of the HVSO are to prepare certified copies of birth and death records, record and enter all occurrences of CNMI vital events into the vital records database, and provide services to walk in customers. Another primary function is to prepare delayed certificates of birth and death, amend birth and death records, complete new birth certificates upon receipt of adoption orders, and process legitimation and paternity acknowledgments.
